An attorney and Executive Committee Member of McBrayer PLLC, Anne-Tyler Morgan chairs McBrayer’s Economic Development practice group, leading tax incentive structuring for developers and municipalities across the Commonwealth. She and her team frequently support projects through forming and guiding local and regional economic development authorities; serving as counsel in industrial revenue bond and
tax increment financing deals; advising on economic development nonprofit compliance; and assisting in tax credit and nontraditional financing transactions including new markets, historic rehabilitation, and C-PACE. Quarterbacking projects from concept to completion, Anne-Tyler’s practice group encompasses attorneys in corporate, transactional, and tax law; land use planning and zoning; commercial real estate;
bourbon and hospitality regulation; and utilities law.
Having previously served as Senior Policy Advisor and Deputy General Counsel for theKentucky House of Representatives Majority Leadership, Deputy Commissioner of the Kentucky Department for Medicaid Services overseeing the state’s Medicaid Managed Care program, and Senior Advisor to the Secretary of the Kentucky Cabinet for Health and Family Services, Anne-Tyler also works extensively in healthcare law and policy and maintains a tailored politics, elections, and campaign finance practice.
An Anderson County native, Anne-Tyler currently serves on the Boards of Directors of the Kentucky Chamber of Commerce, Century Bank of Kentucky, KCTCS Foundation, Downtown Lexington Partnership, and most recently the Boys and Girls Club of the Capital Area. She also serves on both the Economic Development Investment Board and Industrial Development Authority for the City of Lexington, One Louisville’s Regional Business Competitiveness Task Force, and Commerce Lexington’s Regional Leadership Council and Regional Plan Leadership Advisory Council. She is a graduate of Leadership Kentucky and Leadership Lexington, a volunteer Court Appointed Special Advocate (“CASA”), and – as of August 2025 – a newlywed to her husband Sam.
